Statistical reporting document update

Published reporting guidance

On 1 March 2024, the Bank of England Levy replaced the Cash Ratio Deposit scheme as a means of funding the costs of the Bank’s monetary policy and financial stability operations.

To reflect the change, the following amendments have been made to the documents published on the Statistical Reporting website:

General notes and definitions

  • Section 1, reference to cash ratio deposit, updated to Bank of England Levy. Reference to Schedule 2, updated to Schedule 2ZA.

Classification of accounts guide

  • Part III.10, reference to the Cash Ratio Deposits (Eligible Liabilities) Order 1998, as amended, updated to The Bank of England Levy (Amount of Levy Payable) Regulations 2024 No. 252.

Form EL definitions 

  • Eligible Liabilities Return section,
  • Reference to The Cash Ratio Deposits (Eligible Liabilities) Order 1998 (legislation.gov.uk) updated to The Bank of England Levy (Amount of Levy Payable) Regulations 2024 (legislation.gov.uk) No. 252
  • Reference to Paragraph 2 of this Statutory Instrument deals with various general interpretations and definitions, updated to Paragraph 2 of this Statutory Instrument and Paragraph 1 of the Schedule deals with various general interpretations and definitions.
  • Reference to Paragraph 5 covers the treatment of liabilities and claims in respect of transfer agreements, updated to Paragraph 22 of the Schedule covers the treatment of liabilities and claims in respect of transfer agreements.
  • Reference to Paragraph 6 deals with the reporting of holdings of securities, updated to Paragraph 23 of the schedule deals with the reporting of holdings of securities.
  • Removed Paragraph 5 of Schedule 2 the Uncertificated Securities (Amendment) (Eligible Debt Securities) Regulations 2003 (found at http://www.opsi.gov.uk/si/si2003/20031633.htm) made some clarifications to the original CRDs Order, in particular regarding the treatment of debt securities.
  • Removed The Cash Ratio Deposits (Eligible Liabilities) (Amendment) Order 2005 (found http://www.opsi.gov.uk/si/si2005/20053203.htm) also amended the definition of Eligible Liabilities, and this has been taken into account in the definition below.
  • Section 8, removed than cash ratio deposits made with the Bank of England pursuant to Schedule 2 to the Bank of England Act or any such.

  • Section 21B, removed reference to cash ratio deposit, removed reference to item 25.
